Submit a Permit
This page provides a variety of Planning and Development Department application forms and guides. Some of the applications pertain to administrative approvals (e.g. building permit), while others require board review (e.g., rezoning).
Typically an application consists of a fee, the form and supporting materials, although each division has different submittal requirements. It is recommended that you contact staff prior to undertaking any project so as to avoid unnecessary delays or difficulties. Submit plans for ePlan review (including commission review).Eligible applications are listed below under their associated review type.
BUILDING REVIEW:
- Change of Occupancy Permit
- Commercial Building Permit*
- Commercial Electric Standalone Permit**
- Commercial HVAC/Refrigeration Standalone Permit**
- Commercial Plumbing Standalone Permit**
- Fire Alarm and/or Fire Suppression Permit
- Low Voltage Access Control Permit
- Sign Permit
- Temporary Outdoor Dining (Valid until April 1, 2021)
- Temporary Tent Permit
- Uptown Outdoor Dining (Permanent)
Submission should not include associated "over-the-counter" trade permits.
Standalone permits are those that require plan review and are an "over-the-counter" trade permit.
Important: Permits that were previously submitted/reviewed by paper are not eligible for online submission.
ENGINEERING REVIEW:
- Private Development (Mass Excavation/Grading, Site Improvements, Tree Clearing, Street, Sewer, and Waterline Plans, etc.); does not include right-of-way permits.*
* Any initial fees must be paid by check through mail or drop-off before application is considered "accepted".

Any initial fees must be paid by check through mail or drop-off before application is considered "accepted".

Residential applications available through the Permit Portal:
- Fence, patio, POD/dumpster, shed/accessory building (zoning certificates)
- AC replacement, electric and gas AC/furnace replacement, electric and gas water heater replacement (*Valid for single, two family or three family dwelling units only. Contractor registration is required for multi-family HVAC replacement.)
Commercial applications available through the Permit Portal:
Commercial permits can only be issued to licensed contractors. To verify the portal applicant is a licensed State contractor, applicants must submit their active Ohio license to register with the City. This can be done by submitting a commercial trade registration application online. Once verified, commercial applicants will be given access to the commercial applications related to the trade registered for.
- Commercial multi-family HVAC replacement (AC, electric, gas)
- Commercial HVAC replacement (AC, electric, gas)
- Commercial water heater replacement (electric, gas)
Engineering applications available through the Permit Portal are as follows:
- POD/dumpster right of way, right of way, small cell right of way and curb/approach/driveway/sidewalk replacement (both for residential & commercial projects)
Planning applications available through the Permit Portal are as follows:
- Uptown Review Board
- Request for a Certificate of Appropriateness
- Board of Zoning Appeals
- Sign Variance
- Zoning Variance
- Temporary Use

Residential Building Permits may include one or more child permits, including Electrical, Plumbing, and HVAC permits. Each type of project may require child permits depending on the required inspections.
